The Fair Housing Assistance Program (FHAP) is a federal program run by the U.S. Department of Housing and Urban Development’s Office of Fair Housing and Equal Opportunity. FHAP provides annual funding on a noncompetitive basis to state and local agencies that enforce fair housing laws substantially equivalent to the Fair Housing Act. To qualify, a state or local agency must enforce a fair housing law with rights, procedures, remedies, and judicial review similar to those in the Fair Housing Act. HUD may also consider whether the jurisdiction is already served by an FHAP agency. FHAP funds a variety of activities, including fair housing administration and enforcement, such as complaint processing, training, data and information systems, and other special projects.
