FKF Caretaker Committee
The FKF caretaker committee was set up on 11 November 2011 by Sports Cabinet Secretary Amina Mohamed through a Kenya gazette notice. It was created to run football in Kenya for six months after the FKF was disbanded following an audit report that cited corruption and embezzlement in the federation led by Nick Mwendwa. The 15‑member committee was chaired by retired Justice Aaron Ringera, with a secretariat headed by Lindah Ogutu.
Its first term ended on 10 May 2022, and on 13 May 2022 it re-emerged as the FKF Transition Committee for five weeks, with 12 members and a six‑person secretariat. After those five weeks, the mandate was extended by two months to mid‑August 2022 under a new chair, General (Rtd) Moses Oyugi, who took over from Ringera. The mandate was extended again by two months to mid‑October 2022.
Original caretaker committee members included: Aaron Ringera (Chair), General (Rtd) Moses Oyugi, Fatma Adan, Philip Musyimi Mue, Anthony Isayi, Elisha Chepchieng Kiplagat, Hassan Mahmoud Haji, Fredrick Tureisa Lekesike, Mwangi Muthee, Neddy Atieno, Joe Masiga, Bobby Ogolla, Richard Omwela, Titus Kasuve, and Ali Amour. Secretariat: Linda Ogutu (Head), Michael Muchemi (Secretary), Lorine Nerea Shitubi (Joint Secretary), Caesar Handa, Herbert Mwachiro, Edward Rombo, Hiba Hussein, Gabriel Warigi, Dr. Walter Ongeti, Rashid Khamisi Ali Shedu, Rachael Kamweru, Robin Toskin.
The disbandment of the federation drew mixed reactions. There were concerns that the caretaker lacked a clear plan to align FKF with the Sports Act 2013, ensure smooth operations for local and international events, coordinate elections, and hand over to the new elected team. When the caretaker’s mandate ended in May 2022, they submitted recommendations, but none were acted on as FKF returned to office after a new Sports CS, Ababu Namwamba, took over from Amina Mohamed.
FIFA attention followed the caretaker period. FIFA warned Kenya about third‑party interference, and Kenya was banned in February 2022. The ban was lifted in November 2022, a few months after FKF had resumed office.
