Eastern Samar Provincial Board
The Eastern Samar Provincial Board, or Sangguniang Panlalawigan ng Silangang Samar, is the province’s unicameral legislature. It has two districts that elect ten regular members (five per district). The vice governor serves as the ex officio presiding officer and casts votes only to break ties. Ex officio members include the presidents of the Liga ng mga Barangay, Sangguniang Kabataan, and the Philippine Councilors League. Members serve 3-year terms and can be re-elected up to three times (a total of 9 years).
Regular members are elected by plurality-at-large voting: voters in each district can vote for up to five candidates, and the five candidates with the most votes win. The vice governor is elected province-wide by plurality. The districts used for the provincial board are not the same as the province’s congressional districts. The board meets at the Eastern Samar Sangguniang Panlalawigan Building in Borongan. The current presiding officer is Maria Caridad S. Goteesan, PFP, who has held the post since June 30, 2022.
Last election: May 12, 2025. Next election: May 15, 2028. Eastern Samar’s provincial government was created in 1967 after Samar was divided into Northern Samar, Western Samar, and Eastern Samar; the first provincial board members were elected in 1967 and began serving in 1968.
