Code of Massachusetts Regulations (CMR) is the official collection of state rules created by Massachusetts agencies. It is the state version of the federal Code of Federal Regulations (CFR). Regulations approved through a process set by the legislature have the force of law, letting agencies handle the details of rulemaking. Updates to the CMR appear in the bi-weekly Massachusetts Register, published by the Secretary of the Commonwealth. The CMR is organized by the issuing executive cabinet agency. In citations, the number before “CMR” shows the issuing agency, and the numbers after refer to a specific chapter or section. The official CMR is available online by subscription; a free unofficial version is also online from the Massachusetts Trial Court Law Libraries.
