Claudia Devita Scott ONZM (born 1945) is an American-New Zealand public policy scholar and emeritus professor at Victoria University of Wellington. She earned a BA from Mount Holyoke College and an MA and PhD from Duke University; her 1971 PhD thesis was Forecasting public outlays: an expenditure model for New Haven, Connecticut. From 2003 to 2014 she was a professor of public policy at the Australia and New Zealand School of Government and became a fellow in 2015. She was awarded honorary Officer of the New Zealand Order of Merit in 1997 for services to public administration and the community. She is partnered with Graham Scott, a former Treasury secretary, and they have a bach at Arthur's Pass in the South Island. Their daughter Carla Devita Scott died in 2004 while walking there.
