Bernard McGinley
Bernard L. McGinley (born January 7, 1946) is a former judge who served on the Pennsylvania Commonwealth Court from 1988 to 2016. He grew up in Pittsburgh and studied at John Carroll University and the University of Pittsburgh School of Law. McGinley began his career as a judicial law clerk for the Allegheny County Court of Common Pleas, then worked as an Assistant District Attorney for Allegheny County from 1971 to 1974. He taught criminal law at Allegheny County Community College from 1974 to 1975 and practiced privately from 1975 to 1981. He also chaired the Allegheny County Board of Viewers from 1975 to 1980.
In 1981, he was elected judge of the Court of Common Pleas of Allegheny County. In 1987, he was elected judge of the Pennsylvania Commonwealth Court and served until his retirement on January 31, 2016. He was succeeded by Joseph M. Cosgrove. McGinley is a Democrat and served in the U.S. Army Reserve Medical Service Corps, reaching the rank of Captain from 1971 to 1976.
