ANESRIF

ANESRIF, the National Agency for Studies and Monitoring of Railway Investment, is a government-owned EPIC created on 20 July 2005 to plan and fund Algeria’s railway expansion and modernization under the Transport Minister. Based in Algiers, it has about 716 employees. SNTF handles daily train operations, while ANESRIF coordinates investment and project work, with bids from firms like Alstom and Astaldi. The government has allocated about 900 billion dinars for rail projects, and ANESRIF is affiliated with the UIC.

Rail development has been dominated by large projects that may waste resources; private investment is low and productivity is a concern. There are worries about whether the government can manage and use the new capacity effectively. Some plans rely on old ideas from the 1970s about heavy industry that did not materialize. The 2009–14 plan set €110 billion for infrastructure, but challenges remain in turning capacity into usable results.
