2013–14 Iran 2nd Division, the third tier of Iranian football, consisted of 28 teams split into two geographic groups (A and B), with 14 teams in each group. Each team played 26 matches (home and away within its group).

Promoted to the Azadegan League (two from each group, totaling four):
