The 1995 Virginia House of Delegates election was held on November 7, 1995. All 100 seats were up for grabs, with 51 needed for a majority. Voter turnout was 52.2%.

The Democratic Party kept control of the House, and Tom Moss (Democrat) remained Speaker. The Democrats won 52 seats, the Republicans 47, and 1 seat went to an Independent. Despite the Republicans having a higher share of the popular vote (about 50.7% for Republicans and 46.7% for Democrats), the Democrats held the majority of seats.

Leadership:
- Democratic Leader and Speaker: Tom Moss (88th District)
- Republican Leader: Vance Wilkins (24th District)

In short, the Democrats retained control of the House with Tom Moss as Speaker, even though Republicans received more votes overall.
