United Nations Security Council Resolution 218
UN Security Council Resolution 218, adopted on November 23, 1965, recalled earlier resolutions about Portugal's colonies and noted that Portugal had not complied with them. The Council demanded that Portugal withdraw its military presence from its colonies and begin negotiations with political parties there regarding independence. It stated that the conflict over retaining the colonies seriously disturbed international peace and security and urged all states to refrain from supplying Portugal with arms or war materials that could help repress the peoples in the territories. The resolution passed with seven votes in favor; four countries abstained—France, the Netherlands, the United Kingdom, and the United States; no votes against.
