Theodore Ngoy Ilunga wa Nsenga, commonly known as Theodore Ngoy, is a Congolese politician and evangelical pastor. He ran for president in 2006, 2018, and 2023.

Ngoy was jailed from 1997 to 1998 for preaching that criticized the head of state. He was arrested again in December 2005 for insulting the head of state, but he escaped to the South African embassy after the Court of Cassation’s ruling. He returned in 2006 and was elected provincial deputy for Katanga.

The government of Joseph Kabila later cracked down on him; in March 2007 his home and the Gombe Church were burned by Kabila supporters, and he fled to the United Kingdom. While abroad, he urged Congolese people to remove Kabila from power.

Ngoy ran for president again in 2018 and 2023 but did not win. In 2023 he received 4,132 votes (0.02%), the lowest of all candidates. He asked the Constitutional Court to review the results, but the court dismissed his claims.
