The Scottish Executive Environment and Rural Affairs Department (SEERAD) was a Scottish civil service department responsible for agriculture, rural development, food, the environment and fisheries. In May 2007, after a change of government, most SEERAD duties were moved to the new Scottish Executive Environment Directorate. SEERAD ran several agencies and funded other public bodies related to these areas, and it worked with Scottish Water. From early 2005, Richard Wakeford led the department. The Minister for Environment and Rural Development was Ross Finnie, assisted by Deputy Minister Sarah Boyack. SEERAD had a cooperation agreement with the UK government’s Department for Environment, Food and Rural Affairs (DEFRA). In 2007 many SEERAD functions became part of the Environment Directorate. The department had three executive agencies and sponsored various non-departmental public bodies (NDPBs).
