Right to Care card

Right to Care card is a city-issued ID for LGBT+ couples who live in the city. It lets a designated partner help with medical decisions for the other person.

Quezon City launched it on June 24, 2023, during Pride Month, led by Mayor Joy Belmonte in partnership with MullenLowe Treyna. It works in select public hospitals in QC, with plans to include private hospitals. In 2025, San Juan passed an ordinance authorizing a Right to Care card for its residents. Eligibility: LGBT city residents with a partner. How to get it: through the Quezon City Gender and Development (GAD) office. The card includes a QR code linking to a notarized Special Power of Attorney (SPA) for medical decisions. Before this, hospitals usually restricted medical decisions to spouses or close relatives, so same-sex partners often needed an SPA.
