Ricardo Montero Allende (born 12 June 1983 in Santiago, Chile) is a Chilean lawyer and politician from the Socialist Party. He has been the Undersecretary of Defense since 16 August 2023, serving under President Gabriel Boric.

He was a member of Chile’s Constitutional Convention from 4 July 2021 to 4 July 2022, representing the 18th District in the Maule Region. He coordinated the Committee on the Political System, Legislative Power, and Electoral System.

Montero studied law at the Pontifical Catholic University of Chile. He also holds a Master of Laws from the Inter-American Defense College and a Ph.D. from the Autonomous University of Barcelona. He has worked as chief of staff to the Ministers of National Defense (2014–2015) and Interior and Public Security (2015–2017), and he participated in the participatory phase of the constituent process. He also served as executive secretary of the Senate Commission on Carabineros Reform and was a member of the Permanent Forum on Foreign Policy.

Before his time in the Constitutional Convention, he volunteered with Techo para Chile, helping community organization in Chile and other Latin American countries; after the 2010 earthquake, he lived in Brazil for two years leading Techo’s team in São Paulo. In the 2021 elections, he ran in the 18th district as part of the Lista del Apruebo pact and won 6,128 votes (about 5.5%).

After the Constitutional Convention, he became chief of staff to the Minister of the Interior, Carolina Tohá, on 8 September 2022. He became Undersecretary of Defense on 16 August 2023. He is the son of Adolfo Montero Jaramillo and María Luz Allende Urrutia and studied at Colegio del Verbo Divino.
