Major-General Sir Oliver Richardson Newmarch (1834–1920) was a senior British Indian Army officer and government secretary. Born in Bengal, India, to Doctor Newmarch and Violet, daughter of Colonel Sherwood of the Royal Artillery, he was educated at Charterhouse School and Merton College, Oxford. He joined the Indian Army in 1855, served with the Bengal Staff Corps and the 44th Native Infantry, and fought in the Indian Mutiny, for which he earned a medal.

Newmarch later became Military Secretary to the Government of India from 1884 to 1887. He then served as Military Secretary to the India Office from 1889 to 1899, and was knighted as Knight Commander of the Order of the Star of India (KCSI) in 1894.

He married twice: first Mary Isabella Parke in 1858 (they had one son and one daughter; she died in 1867), then Agnes Mary Norman in 1874. Newmarch died in London on 16 February 1920 at the age of 85 and was buried in Brompton Cemetery.
