ODIN Intelligence
ODIN Intelligence is a tech company that makes database software for law enforcement. Its main products are SONAR (Sex Offender Notification and Registration), SweepWizard (for planning and coordinating raids), and HMIS (Homeless Management Information System), which includes facial recognition.
In January 2023, ODIN’s private data was breached. This exposed raids, police reports, forensic extraction data, AFR Engine data, and raid audio, dating from 2011 to December 2022, as well as sensitive information about many individuals. The breach involved three leaked databases totaling about 16 gigabytes and also published AWS GovCloud private keys.
Erik McCauley is the founder and CEO. After the breach, the company’s website was defaced on January 15 and taken down on January 19, remaining offline as of January 22. ODIN acknowledged the breach to the California Attorney General’s Office on January 17 and later removed its Apple and Android apps. The company claimed its products were CJIS-compliant, a claim at least one customer supported, but Wired argued it was not.
SweepWizard is used to track and coordinate police raids. It was used in Operation Protect the Innocent, a 64-agency effort in September 2022 that rounded up more than 600 suspected sex offenders. Data from SweepWizard that was exposed in the breach included personal information on more than 5,000 individuals and Social Security numbers for over 1,000.
Wired verified an unauthenticated API endpoint that returned breached data. ODIN’s CEO said he could not reproduce the alleged security compromise on any ODIN system.
HMIS, or Homeless Management Information System, catalogs homeless populations, including demographics, interactions, criminal and warrant history, and risk labels such as "needles," "assaultive," and "registered sex offender." A company brochure states that ODIN facial recognition helps police identify even non-verbal or intoxicated individuals.
SONAR (Sex Offender Notification and Registration) or SOMS (Sex Offender Management System) is used to register sex offenders.
