Naveen Kishore is an Indian writer and theatre practitioner. He was born on 17 January 1953 in Kolkata. He studied English literature and earned a Bachelor of Arts in 1973.

In 1982, he founded Seagull Books in Kolkata, an independent publisher that focuses on world literature, especially drama, film, and art. Seagull also publishes Indian film scripts by directors such as Satyajit Ray and Mrinal Sen, and offers translations of plays by Indian writers. Kishore began his theater career as an assistant props person for Red Curtain’s production of "Wait Until Dark." He later worked in advertising and helped organize concerts for artists like Begum Akhtar and Birju Maharaj.

He has received several accolades, including the Goethe Medal.
