Mkhitar Hayrapetyan
Mkhitar Hayrapetyan (born May 15, 1990, in Yerevan) is an Armenian politician and the Minister of High-Tech Industry. He has held this role since January 14, 2019. Earlier, he served as Armenia’s Minister of Diaspora from May 11, 2018 to January 11, 2019. He was elected to the National Assembly on December 9, 2018 from district #1 with the My Step Alliance, and since January 18, 2019 he has chaired the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport. He also led Armenia’s delegation to the Euronest Parliamentary Assembly.
Education and early career: Hayrapetyan studied Turkish studies at Yerevan State University, earning a BA in 2011 and a Master’s degree in 2013. He founded the Young Politicians Association in 2011 and served as its vice president until 2015. In 2016 he became the founding president of the Civic Education and Youth Development Center. From 2010 to 2017 he worked as a Middle East expert for several newspapers. He is a founding member of the Civil Contract party, served as chairman of the Nor Nork regional organization (2016) and was the party’s Coordinator on Diaspora Affairs (2016–2018).
As Diaspora Minister, he reorganized the Come Home program to reduce abuses and improve its effectiveness, and he conducted international visits to strengthen Armenia’s ties with the diaspora.
Recognition: In 2026, Apolitical named him to its Government AI 100 list of influential public sector leaders using artificial intelligence in governance. Under his leadership, Armenia has launched AI initiatives, including a national AI data center and increased AI education in schools and universities.
