Melford International Terminal

Melford International Terminal is a proposed marine-rail container facility in Middle Melford, Guysborough County, Nova Scotia. If built, it would be the closest deep-water container terminal on the North American mainland to Europe and the Suez Canal. The site is about 14 kilometres south of Mulgrave on the western shore of the Strait of Canso, partly on public and private land. The project includes a deep-water terminal, an intermodal logistics park, and a rail line, with an estimated cost of about 300 million Canadian dollars.

Origin and purpose: The idea arose in 2005 when North American container terminals faced backlogs, and it followed the push to expand shipping capacity in northeastern Nova Scotia after the nearby Prince Rupert project. A Crown land area known as the Melford Industrial Reserve was identified for development, with an abandoned rail corridor near Mulgrave that could reduce some costs. Construction would require onshore land that was privately owned, leading to expropriations by the local government and sparking controversy.

Approvals and partnerships: The project received environmental impact approval from Nova Scotia and Canada in October 2008. Early backers included SSA Marine and other shipping and financing partners, but many pulled out during the 2008–2010 financial crisis. In 2010, Maher Terminals, a major operator at other North American ports, took an unspecified stake in Melford.

Status and timing: Design work and land-clearing contracts were awarded in 2018, but construction has not begun and the project remains on hold.

Competition and alternatives: A neighboring proposal planned to dredge Sydney Harbour to support a 2–3 berth container terminal at Sydport (Point Edward), with funding from federal, provincial, and municipal sources. The Port of Halifax—about 300 kilometres away—is an established deep-water port with existing rail connections and ongoing terminal expansions.

Opposition: Critics include expropriated private landowners and environmental groups.

Overall: Melford remains a proposed project aimed at economic development for Guysborough County and Mulgrave, but no construction has started and the plan is on hold.
