Niue is a small Pacific island country that is an associated state of New Zealand. It has diplomatic relations with 27 countries. Niue governs itself, but New Zealand handles its defence and foreign affairs if Niue asks. The United Nations classifies Niue as a non‑member state. Since 1994, Niue has taken more responsibility for its foreign affairs, and the UN recognises that Niue can sign treaties in its own name. Niue has a high commission in New Zealand. In 2001, New Zealand passed a law to protect the diplomatic immunity of the Niuean High Commission and its staff. Niue also has a permanent mission to the European Communities in Brussels and a permanent delegation to UNESCO. The Brussels mission began after Niue signed the Cotonou Convention with the European Union and the ACP Group in 2000.
