Igor Lukšić (born 14 June 1976) is a Montenegrin politician and public official. He served as Montenegro’s prime minister from December 2010 to December 2012, taking over after Milo Đukanović, and then served as foreign minister from December 2012 to November 2016. Earlier, he was finance minister from 2004 to 2010 and deputy prime minister from 2008. After leaving government, he worked with PwC on public-sector projects in Southeast Europe.

Lukšić was born in Bar, Montenegro. His family has roots in Crmnica and Nikšić. He studied economics at the University of Montenegro, earning a master’s degree in 2002 and a PhD in 2005, and also studied at the Diplomatic Academy of Vienna. He speaks Montenegrin and English. He is married to Natasha and has three children: Sofi, Darija, and Aleksei.

As finance minister, he helped stabilize Montenegro’s finances and oversaw a budget surplus in 2007, while promoting privatization and private investment. Montenegro issued eurobonds in 2010 to attract funding. As prime minister, he pushed for European Union integration, NATO membership, and anti-corruption reforms, while maintaining a reform-minded, business-friendly approach. His government was often viewed as influenced by Đukanović, though Lukšić insisted he was in charge.

In 2023, he joined Tod'Aérs Global Network (TGN) as a board member, and in 2025 he was appointed chair of TGN’s Governing Board for 2025–2026.
