Hiroshi Kuroki (黒木 博) was a Japanese politician who served as the governor of Miyazaki Prefecture. He was born in 1907 in Miyazaki, Japan, and died on December 24, 2001, in Miyazaki at the age of 94.

In 1974, he won the Ramon Magsaysay Award for his innovative approach to governing—modernizing Miyazaki while honoring tradition and appealing to younger people.

In 1979, during his sixth term as governor, Kuroki was arrested and charged with accepting 30 million yen in bribes from a construction company. He was sentenced to three years in prison but was acquitted in 1988.

He died of pneumonia in a Miyazaki hospital.
