Foley shadow ministry

Overview
The Foley shadow ministry was NSW Labor’s opposition team from December 2014 to November 2018. Its job was to shadow the Baird and Berejiklian governments in the New South Wales Parliament and hold them to account. The group consisted of spokespeople or “shadow ministers” who covered a wide range of policy areas.

Three arrangements during its life
1) First arrangement (2015)
- 16 NSW Labor members formed the initial shadow ministry.
- Luke Foley was the Leader of the Opposition.
- Linda Burney served as Deputy Leader.
- Shadow ministers took on roles across major areas such as infrastructure, transport, planning, health, education, police, housing, and local government.

2) Second arrangement (2015–2016)
- The shadow ministry expanded to about 22 members.
- Luke Foley remained Leader; Linda Burney remained Deputy Leader.
- The group’s lineup covered a broader set of portfolios, including education, transport, health, justice, planning, and community services, with more members taking on specific shadow roles.

3) Third arrangement (2016–2018)
- Still around 22 members.
- Luke Foley continued as Leader; Adam Searle served as Leader in the Legislative Council, with Foley leading in the other house.
- The shadow ministers carried responsibilities across areas such as health, education, transport and infrastructure, environment, planning, family and community services, and other portfolios.

What it did
- The shadow ministry acted as the official opposition’s team, scrutinising government policies and offering Labor’s alternative ideas.
- The exact lineup and portfolios changed with each arrangement, but the purpose remained the same: to oppose the government’s agenda and present constructive alternatives.
