Haruka Hirotsu (born 29 October 2000) is a Japanese rugby union and sevens player. She plays as a centre in the 15s team for Japan and also represents Japan in rugby sevens. She was born in Hyogo and studied at Waseda University’s School of Sport Sciences in 2019. Her father, Eiji Hirotsu, was a Japan international player.

Hirotsu competed in the women’s rugby sevens tournament at the Tokyo 2020 Olympics (held in 2021).

In 2023 she started playing for Japan’s 15s team, earning 20 caps and scoring 15 points. She has also been part of Japan’s sevens programs. She was named in the Sakura fifteens squad for the inaugural WXV2 tournament in Cape Town and for the 2024 Asia Rugby Championship in Hong Kong.

She helped Japan reach the 2025 Rugby World Cup by scoring a try in a 64–0 win over Kazakhstan. In 2025 she toured the United States with Sakura Fifteen and started in a 39–33 win over the Eagles in Los Angeles. She was named to the national squad for the 2025 Women’s Rugby World Cup in England.

Domestically, she plays for Nanairo Prism Fukuoka.
