Fulay is a small village in Gujarat, India, located in Bhuj Taluka of Kutch district. It is part of Kotay Gram Panchayat. Much of the village has been abandoned. Fulay lies about 1.5 km east of Kotay and roughly 30 km northeast of Bhuj. In 2001, it had 31 residents—13 men and 18 women—giving a gender ratio of 1,385 women per 1,000 men. It falls under the Kachchh Lok Sabha constituency and the Bhuj Vidhan Sabha constituency. The area observes Indian Standard Time (UTC+5:30) and has the vehicle registration code GJ.
