Frank Pugh Culver Jr. (September 25, 1889 – April 10, 1980) was a justice on the Texas Supreme Court from 1953 to 1964.

He was born in Birmingham, Alabama, the son of a pastor named Frank P. Culver. He attended Morgan Preparatory School in Tennessee and Birmingham-Southern College, then earned a bachelor’s degree from Vanderbilt University in 1911. His family moved to Texas when his father became president of what would become Texas Wesleyan University.

Culver worked as a teacher and principal at Winnsboro High School before entering the University of Texas School of Law, where he graduated in 1914 and began practicing law in Fort Worth. He served in the U.S. Army during World War I as an artillery officer and later served in World War II, reaching the rank of colonel in the 8th Service Division.

In 1928, Culver was appointed to the 17th District Court. He moved to the Second Court of Civil Appeals in 1950 and was elected to the Texas Supreme Court in 1952, serving from 1953 until 1964. He retired after his second term at age 75.

Culver died in 1980 in a nursing home at the age of 90.
