Billy Louis Williams (born June 7, 1971) is a former American football wide receiver from Alcoa, Tennessee. He played college football at Northeastern Oklahoma A&M and the University of Tennessee. In 1993 he had 39 receptions for 513 yards and five touchdowns, plus 13 kickoff returns for 369 yards (28.4 yards per return, the SEC lead). In 1994 he had 20 receptions for 217 yards and two touchdowns, with 17 kickoff returns for 353 yards.

Williams was drafted in the seventh round of the 1995 NFL Draft by the Arizona Cardinals (212th overall). He signed with Arizona on July 24, 1995, but was released on August 27 and joined the St. Louis Rams’ practice squad on August 28. He was promoted to the active roster on December 20, 1995, but did not play that season. In 1996 he played one game for the Rams and was placed on injured reserve on October 14. He became a free agent after the season and signed with the Washington Redskins on July 11, 1997, but was released on August 18.

He is the cousin of NFL wide receiver Randall Cobb and was inducted into the Blount County Sports Hall of Fame in 2017. Williams is 5 feet 11 inches tall and weighed 175 pounds during his playing days.
