Adam Stuart Busby (born 1948) is a Scottish nationalist who said he founded the Scottish National Liberation Army. He briefly trained with the British Army in the Argyll and Sutherland Highlanders. In 1983, during a hoax letter-bombing campaign against public figures, he organized attacks from Dublin that included anthrax hoaxes, bomb threats, and real parcel bombs. A device sent to Prime Minister Margaret Thatcher was active and opened by a parliamentarian, but it did not explode. After this, Busby fled to Dublin and is said to have tried to work with the Provisional IRA, which reportedly refused.

From Ireland he carried out more attacks, including hoaxes and bomb threats. In 1997 he was jailed in Ireland for two hoax phone threats against Scottish media. In 1999 he formed the Republican Revenge Group (RRG), a short‑lived Pan‑Celtic militant group, and was later questioned about a blackmail plot to contaminate English and Welsh water supplies unless Tony Blair withdrew from Northern Ireland.

In 2006 he sent threatening emails from a Dublin public library to BAA at Heathrow Airport, claiming bombs on two New York flights. He denied making the threats. There was later talk of extradition to the United States, and Irish police were reported to be helping international agencies investigate threats to contaminate water supplies.

In 2010 a Dublin court sentenced him to four years in jail for the Heathrow threats; two years were suspended because of his age and health. Busby has multiple sclerosis and uses a wheelchair. He faced further legal actions in the US and Scotland, with decisions in 2014–2017 about extradition and trial, ultimately ruling him unfit for trial due to ill health.
