The 7th District Councils are the current local councils, starting after the 2023 local elections. This session follows a government change that splits seats between those elected by an electoral college and those appointed by the government. Pro-Beijing members hold all seats, with moderates and democrats not winning any direct seats.
Chairing:
- Each District Council is now chaired by the District Officer (a civil servant), not by elected members.
Appointments:
- Constitutional Secretary Erick Tsang said defeated candidates would not be appointed to ease public concern.
- The government announced the list of appointed and ex officio members on December 12, two days after the election.
- Of 179 appointed councillors, 49 were pro-Beijing figures who had lost to democrats in 2019.
- A member from the pro-Beijing moderate party Path of Democracy joined Yuen Long District Council after the party failed to win a direct seat.
- Care Team members were also appointed.
District Committees:
- When combining elected councillors and government-appointed District Committee members, about 87% are District Committee members, who also nominate candidates.
