2025 Saint Paul mayoral election

Saint Paul, Minnesota held its mayoral election on November 4, 2025, using ranked-choice voting. Mayors in Saint Paul serve four-year terms with no term limits.

Incumbent Mayor Melvin Carter III, a Democrat (DFL), was defeated by State Representative Kaohly Vang Her, also a Democrat (DFL). Kaohly Vang Her became Saint Paul’s first female mayor, as well as the first person of Hmong heritage and the first Asian-American to hold the office.

In the first round, Carter led with about 40.8% of the vote to Her’s about 38.3%. After votes from other candidates were counted, Her won in the final round with about 47.8% to Carter’s 44.98%. Other candidates in the race were Yan Chen (scientist), Mike Hilborn (businessman), and Adam Dullinger (engineer); their ballots were redistributed in the final round.

In 2024, voters approved moving Saint Paul city elections to even-numbered years to align with Minnesota’s general elections, starting in 2028. Therefore, this 2025 election will be the last regularly scheduled Saint Paul mayoral election held in an off-year.
