On 4 May 2023, Elmbridge Borough Council in Surrey held elections for 16 of its 48 seats, the usual one-third of the council. A majority on the council requires 25 seats.

Before the election the council had no overall control. The Conservatives were the largest party, but the council was run by a coalition of the Residents Associations and the Liberal Democrats, led by Chris Sadler of the Residents Associations.

In the election, the Liberal Democrats won 9 seats, the Residents Associations won 5, and the Conservatives won 2. After the votes, the council’s composition was 19 Liberal Democrats, 17 Residents Associations, and 12 Conservatives. This meant the Lib Dems gained 5 seats, the Residents Associations lost 2, and the Conservatives lost 3.

The Liberal Democrats and Residents Associations continued their coalition, but Bruce McDonald of the Liberal Democrats became council leader, replacing Chris Sadler. The council remained under no overall control.
