Virginia Housing
Virginia Housing (formerly the Virginia Housing Development Authority, VHDA) is a self-supporting, quasi-government agency created by the Commonwealth of Virginia in 1972 to promote affordable housing. It funds mortgages with bonds, not tax dollars, and offers programs for homebuyers and for developers of quality rental housing. The agency also runs free homeownership classes and helps people with disabilities and the elderly make their homes more livable.
Virginia Housing works with lenders, developers, local governments, and community service organizations. Each year it raises money in the capital markets by selling Virginia Housing securities and loans, which provides the funding for its lending programs. These securities are not a debt of the Commonwealth.
The governor appoints an 11-member Board of Commissioners. The agency is self-supporting and does not use tax dollars for its lending programs.
Tammy Neale has been Chief Executive Officer since 2024 and leads a team of twelve divisional managers. The organization has more than 300 full-time staff.
