UN Security Council Resolution 1606 was adopted unanimously on 20 June 2005. It reaffirmed support for Burundi’s Arusha Peace Agreement and called for accountability for genocide, crimes against humanity and war crimes.

The Council asked Secretary-General Kofi Annan to begin negotiations to set up:
- a truth commission to investigate serious crimes and help end impunity in the region, and
- a special chamber within Burundi’s courts to prosecute those responsible.

The resolution also noted that international help is needed to build a rule-of-law society and government. Burundi’s transitional government had requested a mixed truth commission and a special judicial chamber. The Secretary-General was to start talks with the transitional government and other parties on how to implement the recommendations and report back by 30 September 2005 with details on how it will work, including costs, structures, and a timeline.
