Tom Donahoe is a former NFL executive who served as the general manager of the Buffalo Bills and Pittsburgh Steelers, and later as a senior advisor and director of player personnel for the Philadelphia Eagles.

Donahoe was born in Mt. Lebanon, a suburb of Pittsburgh, and is the grandson of longtime Pittsburgh mayor and Pennsylvania Governor David L. Lawrence.

He was the Steelers’ director of football operations (GM) from 1991 to 1999. The Steelers reached Super Bowl XXX in 1995. He left the team after the 1999 season, amid a power struggle with head coach Bill Cowher.

In 2000 he worked for ESPN.com for a year. Before the 2001 season, he became the Bills’ general manager and team president, taking over from Ralph Wilson, who wanted to step back from day-to-day operations while remaining the owner.

The Bills fired him after the 2005 season. The team went 31–48 during his tenure, and he drafted only three players who would make the Pro Bowl with the team. Wilson again became president, and former Bills head coach Marv Levy took over as GM.

Donahoe joined the Eagles as a senior advisor in 2012 and was named senior director of player personnel in December 2015. With the Eagles, Donahoe won Super Bowl LII.

In May 2022, the Eagles parted ways with Donahoe.
