Richard P. Howell (September 3, 1831 – April 5, 1899) was an American carpenter, contractor, businessman, and politician. He was born in Pennant, Powys, Wales, and attended public schools there. In 1854 he moved to the United States and settled in Racine, Wisconsin. There he worked as a carpenter and contractor and was involved in banking. Howell served on the Racine Board of Education and on the Racine County Board of Supervisors. A Republican, he was elected to the Wisconsin Assembly and served in 1882. He died at his home in Racine after suffering from rheumatism.
