Philip B. Low
Philip Burrill Low (May 6, 1836 – August 23, 1912) was a U.S. Representative from New York. Born in Chelsea, Massachusetts, he attended public schools and finished high school. During the Civil War he served in the U.S. Navy as an acting ensign in the North Atlantic Squadron from 1862 to 1863. After leaving the Navy, he worked in business in Boston until 1865, when he moved to New York City and became involved in shipping and maritime interests. As a Republican, he was elected to the Fifty-fourth and Fifty-fifth Congresses, serving from March 4, 1895 to March 3, 1899, representing New York's 15th district. He was not reelected in 1898 and returned to maritime work in New York City until his death. He is buried in Woodlawn Cemetery; he was preceded in Congress by Isidor Straus and succeeded by Jacob Ruppert.
