Pen Lucy, Baltimore
Pen Lucy is a small neighborhood in the North District of Baltimore, along the historic York Road route to Pennsylvania. It is bordered by Argonne Drive to the south, East 43rd Street to the north, Greenmount Avenue to the west, and The Alameda to the east. Nearby communities include Waverly and Ednor Gardens-Lakeside to the south, Northwood to the east, Guilford to the west, and Wilson Park to the north.
The Pen Lucy Neighborhood Association (PLNA) represents residents and helps with long-term neighborhood planning. The area has several churches and faith-based groups that support the community and youth activities. Blessed Sacrament Church has served residents since 1911. When Boundary Methodist left in the 1980s, Faith Christian took over their buildings. The Antioch Youth Senate of Govans also runs youth programs for local youth.
According to the 2000 census, Pen Lucy has about 3,260 residents, with roughly 90% African-American and 6% White. The median household income is around $22,356. About 88% of housing is occupied, and 38% are owner-occupied. Fifty-five percent of households are headed by a single female, and about 75% of those households have children under 18. About 27% of residents are under 18, which means there are around 900 children in the neighborhood.
Guilford Elementary Middle School serves Pen Lucy. For high school, students typically attend Mervo, DuBois, or Baltimore City College, along with several charter schools in the city.
The Pen Lucy Neighborhood Association coordinates planning and efforts to improve the neighborhood and quality of life for residents.
