The Ouseley Report, published in July 2001, was written by Lord Herman Ouseley, former head of the Commission for Racial Equality. It looked at race relations in Bradford, West Yorkshire, and found deep divisions between racial, ethnic and religious groups. The report noted that schooling was often segregated, which kept communities apart and bred mutual resentment: many people felt others were getting all the benefits while they got nothing.

To fix these problems, the report called for strong civic leadership, better communication, and more cooperation between community groups. It also warned about a fear of crime and said the police had been reluctant to act for fear of being accused of racism, which allowed some Asian gangs to operate with little challenge. The report was completed months before the July 7, 2001 Bradford riots, though its publication happened around the same time.
