Neither Is, Nor Ever Was is the debut studio album by Scottish experimental folk band Constant Follower, led by Stephen McAll. It was released on 1 October 2021 by Shimmy-Disc and Joyful Noise Recordings, with a CD edition released by Golden Hum Recordings.

McAll wrote most of the material on Scotland’s West Coast after a violent assault in his teens and a long recovery. Recording began at his CFFC studio in Stirling, Scotland, with additional sessions at La Chunky in Glasgow. Mark Kramer (Kramer) mixed and mastered the album at Noise Miami, and the project is described as co-produced by McAll and Kramer.

The album was shortlisted for the 2022 Scottish Album of the Year Award. The sleeve art is The Disappearing Act by Seonna Hong. Critics describe the music as a blend of experimental folk and slowcore, featuring sparse instrumentation, close-miked vocals, and a strong sense of space and restraint.

All songs were written by Stephen McAll. The Scotsman praised the work as gentle, understated, fully formed and utterly beguiling, noting it was conceived in isolation in a Hebridean cabin. Clash highlighted the campaign singles’ simple poignancy, while Under the Radar covered the accompanying video cycle.
