Naval Education and Training Command (NETC) is the U.S. Navy’s main shore command for training and education. Established in 1971, it employs about 19,000 people at more than 1,640 locations worldwide and aims to turn civilians into skilled, ready sailors and officers “from street to fleet.” In 2018, accession management responsibilities from BUPERS were brought under NETC, making Navy Recruiting Command a subordinate command.

NETC is led by a two-star admiral, with its headquarters at Naval Air Station Pensacola, Florida. The Naval Service Training Command (NSTC), based at Naval Station Great Lakes, trains all new Navy personnel and oversees Recruit Training Command (Great Lakes), Officer Training Command (Newport, Rhode Island), and the Naval Reserve Officers Training Corps (NROTC). The United States Naval Academy has its own accession path, overseen by the Superintendent who reports to the Chief of Naval Operations (CNO).

After initial entry training, most personnel move on to apprentice-level training at NETC learning centers, which provide ongoing education across the fleet. NETC also runs Training Support Centers in San Diego, Virginia Beach, and Great Lakes to support student management and infrastructure.

The Navy’s Education and Training Professional Development Center (NETPDC) at Saufley Field, Florida houses all enlisted professional development programs, including the VOLED (Volunteer Education) programs and the Navy College program, which lets enlisted personnel earn college credits for Navy training. NETPDC also administers the Tuition Assistance program (covering 100% of active-duty tuition) and runs the Navy-wide Advancement examinations in coordination with BUPERS.

The NETC Commander reports to the CNO for the training and education of all Navy enlisted and commissioned personnel and oversees NETC’s operations. While not part of the OPNAV staff, the commander also oversees the Navy Advancement Center, which uses biannual testing to promote enlisted sailors, and serves as the principal adviser to the CNO and the Commander, U.S. Fleet Forces Command on training and education matters.
