The Higher Education Authority (HEA) is Ireland’s main body for higher education policy. It is based in Ballsbridge, Dublin 4, and advises the government on higher education, governs the sector, and funds universities, institutes of technology, and other third-level colleges. The HEA was set up by the Higher Education Authority Act 1971; this Act was updated by the Higher Education Authority Act 2022, but the Authority continues to operate. Its aim is to create a coherent system of diverse institutions that meet Ireland’s social, cultural and economic needs and national objectives. It also ran the Programme for Research in Third Level Institutions (PRTLI), funding research from 1998 to around 2018. As of July 2022, the Chief Executive is Alan Wall and the Chair is Michael Horgan. In Irish, it is An tÚdarás um Ard-Oideachas.
