Harold Ross Barker (12 April 1886 – 29 August 1937) was an English rower who competed for Great Britain in the 1908 Summer Olympics. He was born in Marylebone, London, and studied at Christ Church, Oxford, where he rowed in the 1908 Boat Race.

In 1908 he won the Silver Goblets at Henley Royal Regatta, partnering with Albert Gladstone. He then rowed with Leander Club’s coxless four—Philip Filleul, John Fenning and Gordon Thomson—and they won the silver medal for Britain at the 1908 Olympics, finishing behind the Magdalen College, Oxford crew.

Barker rowed again for Oxford in the Boat Race in 1909. He died at Henley-on-Thames at age 51. He married Ellen Powell in 1909; she was the sister of rowers Ronald Powell and Eric Powell.
