Gennady Khodyrev
Gennady Maksimovich Khodyrev (born 23 September 1942) is a Soviet and Russian statesman who served as Governor of Nizhny Novgorod Oblast from August 8, 2001 to August 8, 2005, and as the Minister for Antimonopoly Policy and Entrepreneurship Support from October 28, 1998 to May 12, 1999.
Early life and education
Khodyrev was born in Temirgoyevskaya, Krasnodar Krai, in the Soviet Union. He graduated as a mechanical engineer from the Leningrad Mechanical Institute in 1966 and studied at the Academy of Social Sciences under the CPSU Central Committee.
Career path
- 1958: Began work as a turner at a sugar factory.
- 1966–1970: Engineer-technologist and related roles at the Gorky Machine-Building Plant; involved in Komsomol.
- 1970–1981: Various leadership roles at the Gorky Machine-Building Plant; first secretary of the Moscow district Komsomol committee.
- 1981–1991: Party work in Gorky; 1983–1987 instructor and then top CPSU official in the city.
- 1987–1991: First secretary of the Gorky Regional Committee of the CPSU; 1990–1991 chairman of the Gorky Regional Council of People’s Deputies.
- 1990–1994: Elected deputy of the Gorky (Nizhny Novgorod) Regional Council.
- 1989–1991: People’s Deputy of the USSR.
- 1991–1994: Head of the Nizhny Novgorod branch of MIR JSC Soyuz; 1994–1995: President of the Chamber of Commerce and Industry of Nizhny Novgorod Oblast.
- 1995–1998: Deputy of the 2nd State Duma for the Communist Party faction; member of the Committee on Economic Policy.
- 1998–1999: Minister of the Russian Federation for Antimonopoly Policy and Support of Entrepreneurship in Yevgeny Primakov’s government (October 1998 – May 1999).
- 1999: Elected deputy of the 3rd State Duma for the Dzerzhinsky single-mandate district No. 119; member of the Committee on Industry, Construction and High Technologies.
- 2001–2005: Governor of Nizhny Novgorod Oblast. In the first round of the gubernatorial race he led, and in the second round he won with about 59% of the vote.
- 2002: Announced his withdrawal from the Communist Party of the Russian Federation in protest of expulsions within the party.
Governor tenure and later years
Khodyrev’s time as governor did not bring the expected social and economic improvements. In 2005, regional deputies urged him to resign, and on August 8, 2005, Valery Shantsev was appointed as the new governor.
Personal life
Khodyrev is married to Gulya Khodyreva, and they have three children. Gulya was suspected in a case involving an illegal share issue related to Novomirsky GOK but was acquitted; some related prosecutions were pursued.
