French General Review of Public Policies
RGPP, short for Révision générale des politiques publiques, is France’s plan to spend less and make public services more efficient. It was launched in July 2007 by the Fillon government. The aim is to push a broad, lasting reform of the state after earlier efforts only partly succeeded. Earlier modernization steps included the LOLF reform, voted in 2001 and applied from 2006, which prioritizes results and efficiency over simply increasing spending. In 2003 a circular created ministerial reform strategies for each department to present to Parliament. In 2005 and 2006 other circulars set up a system of regular audits of government departments. Despite these efforts, bureaucracy remained high and deficits rose. The 2005 Pébereau Report warned about growing debt and called for an urgent review of public policies.
