Francisco Manuel Moreno (13 August 1950 – 30 April 2024) was a Mexican Anglican bishop who served as primate of the Anglican Church of Mexico.

He was born in Monterrey, Mexico, and trained for ministry at the San Andrés Seminary in Mexico City. He was ordained as a deacon in 1972 and as a priest in 1974 for the Diocese of Northern Mexico. Moreno became bishop of Northern Mexico on 5 March 2010 and served in that role until November 2020.

In 2013, he was elected the IV Primate of the Anglican Church of Mexico at the 7th General Synod, with installation on 16 June 2013. He retired from the role on 13 November 2020. During his time as primate, Mexico hosted the first ever visit of the Archbishop of Canterbury. In February 2020, he signed a covenant with The Episcopal Church (USA).

In 2023 Moreno issued a communique in which he said he did not recognize the result of the electoral synod that elected his successor, alleging irregularities and canon-law violations. He said he remained the legitimate bishop of the diocese and planned legal action, promising a new, fair electoral process. Later that year, Moreno and two other bishops formed a board claiming to be the church’s legal governing body and moved to strip Archbishop Enrique Treviño Cruz of primacy, installing Moreno as acting primate. Reports said the dissident group controlled some finances, and Mexican courts ruled in their favor, but the Anglican Communion Office said Treviño remained primate.

Moreno died unexpectedly on 30 April 2024 at the age of 73. He was seen as a moderate in the divisions within the Anglican Communion, maintaining friendship with liberal pro-LGBT provinces while opposing civil same-sex marriages and the religious blessing of same-sex unions as the province’s official policy.
