Fernando Pérez Royo (born 25 January 1943) is a Spanish academic and politician who has served in both the Spanish Parliament and the European Parliament. He has belonged to several parties, including the Communist Party of Spain, United Left, and the Spanish Socialist Workers' Party.

He was born in Alcalá de Guadaíra, and his father was a doctor. He earned a law degree from the University of Seville in 1965 and a PhD from the University of Bologna in 1968, writing about tax law. After graduation, he became a professor at the University of Seville, then an associate professor at the University of Valencia from 1972 to 1974, before returning to Seville until 1981.

Pérez Royo was elected to the Spanish Parliament in 1979 representing the Communist Party and served until 1986. He then served in the European Parliament for several terms from 1987 to 2004. In the EP, he sat with the Communist and Allies Group, then the European United Left, elected from United Left, and later with the Party of European Socialists, elected from the Spanish Socialist Workers' Party. He was vice president of the European Parliament from 1989 to 1992 and helped lead the United Left’s successful 1989 European elections campaign. He also served on the Council of Taxpayers until 2012 and has written three books on tax law. He is married with two daughters and enjoys bullfighting.
