Fern Haywood Shubert (born August 30, 1947) is a former Republican member of the North Carolina General Assembly. She represented the 34th district in the state House from 1995 to 1999 and again from 2001 to 2003, and then served in the state Senate representing the 35th district from 2003 to 2005 as the Republican whip. A Marshville-based accountant, she earned a BA from Duke University. She is married to Jerry and has two children.

Shubert wrote a column for The County Edge and has spoken on local issues, including opposition to a proposed half-cent tax to fund a Monroe civic center.

In 2004, she ran for the Republican nomination for governor, finishing fifth in a field of six with about 4% of the vote. She attempted a comeback to the Senate in 2010 but lost the Republican primary to Tommy Tucker. She later filed to run for North Carolina State Auditor in 2012. In 2019, she filed to run in the Republican primary for the 9th Congressional District special election.

She lives in Marshville, North Carolina, with her husband Jerry and their two children.
