Emfuleni Local Municipality is a local government area in Gauteng province, South Africa. It sits in the Sedibeng District and covers roughly 980 square kilometres in the heart of the Vaal Triangle. Its main towns are Vereeniging and Vanderbijlpark, with Sasolburg just to the south, and several smaller communities and six large townships, including Evaton, Sebokeng, Sharpeville, Boipatong, Bophelong and Tshepiso. The Vaal River forms its southern border, and the area is close to major roads, including the N1 highway. About 80% of Sedibeng’s population lives in Emfuleni.

Historically, Emfuleni is linked to important events in South Africa, such as the Anglo‑Boer War, the Sharpeville Massacre in 1960, and the 1996 Constitution signing in Sharpeville. The municipality was established in 1999 and has its main offices in Vanderbijlpark.

The council has 90 members, with 45 councillors elected by wards and 45 from party lists to ensure proportional representation. In the 2021 elections, the African National Congress (ANC) lost its majority on the council for the first time.

Emfuleni has faced serious financial problems since 2018 and has been described as a “broken” municipality. Residents have protested service delivery, especially waste removal, water and sanitation, electricity distribution, and road maintenance. The municipality has seen leadership changes and periods of governance under administration. In 2018, the city was put under administration, and changes in leadership followed, including a mayoral fall‑out and a municipal manager being dismissed in 2020.

Financially, the municipality has struggled with large debts to Eskom (the electricity supplier) and Rand Water, along with irregular and wasteful spending. By 2020, debt payments and non‑payment problems affected the ability to provide reliable power and water. There have been cases of failed infrastructure projects, including issues with the installation of smart meters. Sewage spills and water leaks have affected residents, even after substantial spending on water treatment plants. Power interruptions have also occurred in several areas.

Despite these challenges, Emfuleni remains a largely urban area with potential for tourism and growth, thanks to its river location, road networks and proximity to larger cities. The region is home to a mix of residential communities and townships that require ongoing infrastructure upgrades and service delivery improvements.
