Eleanor Holmes Norton is an American lawyer and politician who has served as the non-voting delegate to the U.S. House of Representatives from the District of Columbia since January 3, 1991. She is a Democrat.

Before Congress, Norton led the Equal Employment Opportunity Commission from 1977 to 1981, appointed by President Jimmy Carter as the first woman to hold the job. In Congress, she has been a strong advocate for DC statehood, introducing statehood bills in the House several times. One bill passed the House, but none have become law because the Senate has not approved them.
