Cleveland Public Power
Cleveland Public Power (CPP) is Cleveland’s publicly owned electric utility. It generates and distributes electricity in the city. CPP was founded in 1907 by Mayor Tom L. Johnson and was called Municipal Light (or Muny Light) until 1983. The utility exists to add capacity and set a fair price to help prevent gouging by private utilities for city services such as streetlights and municipal buildings. CPP also powers the Cleveland Browns Stadium. In 1978, Mayor Dennis Kucinich refused to sell CPP when lenders and the private utility CEI wouldn’t roll over the city’s debt; the city defaulted, costing Kucinich his job, though later investigations found CEI and the banks acted improperly. In 2006, Ivan Henderson became CPP commissioner and CPP took over streetlight maintenance from CEI.
